3. Customer Support: My third choice is Customer Support. If you have a better host and great uptime you have to contact your hosting company rarely. It does not means you should compromise with this feature. select a host who have live support, at least chat-support. During Downtime or any other server related problem they are the only guy who can help you.
4. Name and Fame matters: A good service provider do everything keep them famous so they keep services good and this industry is not exception. You should choose a well-known company.
If you are new and does not know anyone try to search some reviews, but here I will suggest HostGator and some other companies like BlueHost, Dreamhost, RackSpace. one more thing these hosts also runs affiliate program to attract customers, it does means there is any unfair to use a Discount coupon or Promo Codes. You should try these and save some money mostly for first year.
